Habitat III, Quito October 2016
Eurist participated in various Events around the Habitat III Conference
Principal objective was the introduction of the German protestant Development Agency “Bread for the world” into the thematic field and the contact network of international transport development. Apart from that Eurist advised “Bread for the world on possibilities of improving the role of civil society in the field of international transport development, as a field of action for the agency.
On the PPMC (Paris Process on Mobility and Climate) – Transport Day, organised by SLoCaT (Partnership on sustainable low-carbon transport) and MCB (Michelin Challenge Bibendum Community), Eurist appeared as on official partner and was able to integrate important topics and speakers into the programme of the transport day.
A personal participation could be reached in the following panel discussions:
Panel discussion 1:
Tracking the implementation of transport components of the New Urban Agenda
Speaker:
Annegret Zimmermann
In contrast to the widespread "Top-down" approaches in the implementation and evaluation of measures, which are followed by almost all major development organizations and development banks, Ms Zimmermann clarified the importance of informing civil society and making it participate as the user-side. Such a "Bottom-Up approach" must play a more important role in evaluating measures in the future, because it is the only way to determine whether the NUA really reaches the population or just stays a theoretical framework.
After the event the importance of this aspect has been highlighted by the coordinators of the Transport Day and should now be incorporated into the general objectives for implementing the NUA.
Panel discussion 2:
Providing equitable mobility for Africa’s urban future
Speaker:
Bernard Abeiku Arthur
In this discussion, Mr. Bernard Arthur from Accra / Ghana described the problems of the current practice of the implementation of traffic systems in Africa.
It is often the case that complete packages conceived and financed in Western or Asian countries, are implemented one-by-one in Africa without taking local conditions into account. Not infrequently, their funding is based on donor access to Africa's abundant natural resources.
The transport system is thus "a means to an end" for the donor country, while the needs of the actual users are in the background.
In his presentation, Bernard Arthur criticized the fact that efficient participation processes are rarely encountered in Africa's planning world, and urged greater inter-governmental intervention in the implementation processes.
For this, however, tried, tested and recognized mechanisms would have to be available. The need for catching up in this area is great, both in the development of generally accepted methods, as well as in the practical evaluation of existing measures or the planning of future measures.
An academic Hub for Transport planning in leading African Universities could be a first important step!
